There is no requirement on level / stats / etc ... to apply to the [DNA] Clan.
The only must is your Vamp has to be rated Top-100 on the Highscore list (Vamps exlusivelly) ordered by Gold Won.

-> Highscore -> Race:Vampire -> Go -> sort by gold

If your vamp is there you'll be most probably accepted in the DNA clan independently of level/stats/etc.
